Configure spawner to --wait-for a boolean topic

See https://github.com/personalrobotics/barrett_ros_control/issues/15. We should configure spawner to listen for a boolean topic published by barrett_ros_control before attempting to start the controllers. This will eliminate the --timeout race condition that we currently experience on HERB.
