Pybullet: improve xacro support for loading urdfs

- remove explicit dependence on "package://ur_e_description"
- create a dedicated "pybullet_generate urdf.launch" in eager_robot_ package
- Ensure that the urdf is loaded to the ROS param server before querying it from the pybullet_bridge
