kobuki_dashboard: add coloured battery statuses

Currently they are always grey, although https://github.com/ros-visualization/rqt_robot_plugins/tree/hydro-devel/rqt_robot_dashboard/images holds coloured icons.
Can't find an obvious bug in the dashboard code. Might be an issue in the widget: ros-visualization/rqt_robot_plugins#42
That was more work then I found, since multiple problems were involved. This pull request should get them fixed: ros-visualization/rqt_robot_plugins#43

The new version of rqt_robot_dashboard has been released, but does not yet show up in the deb repos. Anyway, I will merge the dashboard changes now.
Note: This change might break one or more release attempts, if the updated rqt_robot_dashboard is not yet available.
