Cannot run program "z3"CreateProcess error=2, system cant find the file specified

I run ALUTests.scala in intelliJIDEA under windows,but encountered this error.
I have installed verilator by cygwin and add environment variable into PATH.
The formal tests require z3 which you can download here: https://github.com/Z3Prover/z3/releases/tag/z3-4.12.6
