DPL-016 | As POC for HL Labs (Alan K) we would like to stop parsing the plate map data from MK, AP and GLS to reduce the number of duplicate entries of samples in Sanger information systems at source

Acceptance criteria
To be considered successful the solution must allow:
- Agree date to action change with PAM (WIP with Rich L & Alan)
- New rule? do not parse unconsolidated plate maps from Milton Keynes, Adderley Park or Glasgow file format examples MK_sanger_report_210520_0800.csv, AP_sanger_report_210520_0130.csv & GLS_sanger_report_210520_0500.csv
- Log that file was rejected to Imports in http://lighthouse-ui.psd.sanger.ac.uk/imports
