change channel topic with fortune (every 24 hours)

- the fortune mustn't have more than one line
- unibot must have op status
- manually set topics shouldn't be changed for a certain amount of time (48 - 72 hours?)
There is now a lua script which can change the topic (with system/coreutil commands).
