Connection cache needs a spin frequency parameter

This is hardcoded at the moment - to 0.1Hz (probably 0.05 is better - once every 20 seconds).
- It should be a customisable parameter.
- Args in launch files (e.g. concert client launcher in
rocon_app_manager, concert master launch inrocon_concert
