Alternate route in SOP doesn't work for non-RNAV?

The non-RNAV alternate route listed in the Miami ATCT SOP:
MIA# HURCN JAYMC SMELZ Q116 JAWJA SZW LGC#

I don't think a non-RNAV aircraft can fly this route. JAYMC SMELZ Q116 JAWJA are all RNAV fixes.
