Create task to automatically ask whether old issues should be marked as stale or not

While automatic stale-marking can be done with GitHub actions/tools, having Discord functionality to do this could allow all current software leaders to see the stale notification, rather than just those who interacted with the issue in GitHub.

Furthermore, it could allow us to take actions on the issue, including:

• Delaying the stale notification into the future
• Closing the issue as stale/not done
