Investigate OGRID arbiter problems

At recent lakedays, the ogrid arbiter has outputted an empty grid, forcing us to bypass it and input the lidar_oa/PCODAR grid directly to the path planner. Reproduce this issue from bag data, identify the bug, and fix it.
