Zedboard not loading the bitstream

The prebuilt images work fine.
We built our own from scratch without any modifications which worked fine.
We then made a change to cache which cause the bitstream to not be loaded onto the board anymore.
We undid the change and the bitstream still fails to load onto the board.
Clocking.vh got deleted somehow. Is fixed.
