This software enables you to script into Premiere Pro for a very specific, work-related, purpose: It will allow you to animate different videos within a video (by animating I mean: playing with x and y co-ordinates, something that you'll normally have control over in the effects control's "position" feature and changing the size of any video that is selected, at different key frames). If used right, you can create a basic, little "video mosaic" and much more, depending on how innovative you can get!
