Some basic code designed to match the bsns rquirements as defined.
Given the secure nature of PIN codes, it is assumed :

the deployment would only be accessible by authorized staff / process.

the code itself would be kept secure.

the backend that provides the 'has PIN prev. been issued' check :
- will not be accessible except by the PIN generation program
- would be gotten rid of for a production release.
