Consider renaming repository from `proposal-regexp-set-notation` to `proposal-regexp-v-flag`

Ever since we merged the two proposals (set notation + properties of strings), the repository name proposal-regexp-set-notation only referred to one aspect of the proposal, which is confusing/misleading.
I propose renaming the repository to proposal-regexp-v-flag to clarify this. WDYT?
Note that GitHub sets up redirects when renaming repositories, so any existing links would still work.
Ok with me. Could help slightly, could be confusing / disrupts history a little.
