Parallax Offset in SplatBlend shader broke in Unity 2017

With Unity 2017, the default Splatblend shader displays a greyscale mask image when Parallax Offset is selected. Turning Parallax Offset off allows the shader to be used without that feature.

i guess this is the same problem i have showing no parallax in 5.6 at all. if it is handled as grey this would make sense at least.
