Not able to migrate a repository

I am trying to migrate a repository, but getting the following error
You cannot import from disallowed hosts, please ask the admin to check ALLOWED_DOMAINS/ALLOW_LOCALNETWORKS/BLOCKED_DOMAINS settings.
How do I enable/change this setting ?
