Use this HTML code to build a carousel in your power pages.
Step 1: In Portal Management > Under Content > Web Files > Create a new web file
Step 2: Select the appropriate site
Step 3: Make sure you set the parent page as "Home"
Step 4: Upload the image in the notes section. Refer screenshot below
Once done in the HTML code > change the image URL sections to view your carousel
