Building a plugin in QGIS 3.6 using Python

installation (tested on windows 10)
- Install QGIS 3.6.x, Sublime Text
- Open QGIS Desktop:
- goto plugins - manage and install plugins
- enable experimental plugins
- install plugin builder 3
- install plugin reloader
points 1 and 2 are one time process. need not be repeated once done.
- Download the repo, unzip on your desktop, open the instructional manual "qgis-plugin-handout.pdf" and follow the steps.
