steps followed

Locate to http://geoserver.org/release/stable/ and download the binary package

Extract the Zip file to a folder.

Download and install NSIS

Install the NSIS Access Control plugin. The simplest way to do this is to download the zip, extract the AccessControl.dll and copy it to the NSIS plugins directory (usually C:\Program Files\NSIS\Plugins).

get the following files from geoserver github:-

copy and paste this file to the folder where the zip file is extracted(i.e which contains start.jar).

Open NSIS and click on "Compile NSIS Script" :-

Locate it to the folder and then select "GeoServerEXE.nsi"and than and select Compile Script:-

After successfully compiling the script, an installer named
geoserver-[VERSION].exewill be located in the extracted folder of geoserver:-
