A cloud application framework (written with Microsoft .NET 4.5 and Azure 2.5 technologies) to plug-in auto-scaling logic (or any cloud controller) and experimentally evaluate controllers in a feedback control loop on platform as a service environment. Note that this framework can be easily customized for other cloud platforms such as Amazon AWS, Google Cloud Platform or IBM Bluemix.
