Add sticky windows

Is your feature request related to a problem? Please describe.
It's common for me to have to focus on one main window (generally the browser or terminal) while simultaneously reading information from several other windows. Right now my only option is to move right to find the info and move back, or try to keep rearranging window order, which gets chaotic.
Describe the solution you'd like
Have the sticky window move alongside my focus while I scroll laterally. The lateral scrolling won't affect it and it has a reserved screen real estate.
Describe alternatives you've considered
Maybe an option to make the scratch pad force other windows to conform to space?
Have you tried WTMB? it works great alongside PaperWM
