Parse or generate NDEF messages

The ndeflib is an ISC-licensed Python package for parsing and generating NFC Data Exchange Format (NDEF) messages:

>>> octets = bytearray.fromhex(hexstr)
>>> for record in ndef.message_decoder(octets): print(record)
