Update 3.x to use simple node communication

Describe the bug
As of March 31, 2023 No public ip pools failed, will need to do a hot fix to solve private CoA deployments

Note that this is a hotfix for 3.x deployments, not a fix for 4.x (where this issue doesn't exist).
