It just opens tabs you selected on startup in a group - that's it.

How do I install it?

Download ZIP, extract it, then enable developer mode in chrome://extensions and click Load Unpacked. In a prompt, select unpacked folder and you are ready to go.

Will it be available on Chrome Web Store?

I don't know.
