Could be achieved using SVG buttons.

In the end I was unable to change the colour of SVG images introduced through CSS. The file size was still small enough (even after a 15x upscale) that I was able to embed three colour variants of each image as variables: Dark/Grey/White. The final file size is still half the allowed 100kb. Embedded images means no blinking as the arrows are loading. The transparency allows the background colour to be modified through a colour picker, which means mission complete!
