Extension of bluehorn's pysqlite fork; this extension allows building against sqlcipher

Place the sqlite3 and sqlcipher amalgamations in the amalgamations directory.
If you are using devpi, add --no-vcs to the upload command; otherwise it will
not include the amalgamations, for they are not in the git repository. Sigh.
