If there is a system-on-module we can support with RHEL4Edge, we could run the agent on board, avoiding the
need for a separate server host managing the DUT and the disk storage.

Wouldn't fedora-iot support be "good-enough" for that part ? (it does support rpi nano, which rhel won't ever do, and I don't know that we have any similarly specced SOM planned for support, with i.mx8m being the smallest supported ones I'm aware of so far and those being quite pricey for the purpose 😓
