The code showing here calculate the 3D velocity using the parallax and proper motion from the TGAS and radial velocity from the LAMOST DR3.
The LAMOST DR3 data is a proprietary data officially. However, the Sprint can use them and can ask for external collaborators. In pinciple this process is pretty easy. In general, the LAMOST science committee encourages world-wide use of the LAMOST data.
