AUTH_LOCK 1 cannot be turned off by RAPI "S4 0" while in EVSE_STATE_A

The desired behavior of entering AUTH_LOCK on the transition into state A is not working as it was designed. In state A it is impossible for RAPI to unlock the AUTH_LOCK. The normal use case for an EV owner would be to unlock in state A and then go to the EV to plugin. It is important to be able to unlock in state A.
Fixed with a commit to the Development branch.
