Get initial congestion window (initcwnd) and initial receive window (initrwnd) of remote server.

Get initial congestion window (initcwnd) and initial receive window (initrwnd) of remote server.

Usage: initcwnd_check.pl <dev> <uri> (<dst_ip>)

Example:
