Divide regions into smaller parts-
Continent --> Country --> State --> District --> Big town --> small Town --> colony --> Name/ House number.
Algorithm Consider a state. Devide state into squres of some scales. Add a WHS_point at all the vertices. WHS_point knows everything about the respective squre.
WHS_point contains - 1. Food & Food resources list 2. list of malnutried people. 3. Vehicles & man power for food delivery.
