Remove dummy vdw handlers

It seems that the dummy vdW handler we had to include to have the plugins work when the toolkit handled system creation are now causing issues with interchange. See #8 and openforcefield/openff-interchange#796. We should update the force fields and confirm they still work as expected with smirnoff-plugins.
