Modification of wput.c (Roland W-30 script to store tones) for modern times

First run makeall.sh, then "pip install librosa numpy",
then "python converter.py -h"

You may need hxcfe.exe, libhxcfe.dll and libusbhxcfe.dll if you
have the same HXC floppy emulator as me.
