WIP: 2023 Neovim Configuration

This is an EXPERIMENTAL neovim configuration. Every so often I find it prudent to rebuild your editor configuration from scratch. This allows me to remove any bloat / cruft that has built up and also allows me to build a deeper understanding of how my editor works.
