1. Alerts - Enable per-user configuration (e.g. don't send 'gone' issues) - #7

2. Alerts - Enable post-vacation catch-up alerts - #60
3. Alerts - Enable per-user cadence configuration (e.g. send alerts every 4hr, or at specific times) - #8
   • Note: Implementation-wise depends on #1 and #2.
