GitHub Action for wget

Wraps the wget CLI to be used in GitHub Actions. Note that it's a Docker container action, which means it works only on Linux-based OS.

I do not plan to maintain it, but you can still use it even if it's archived. You can also fork it.

• make http requests
• http errors are treated as errors

Wei He is the original creator, but deleted his GitHub account, which means all workflows using this action stopped working, so I decided to re-upload the code.
