You can upload it on any web server which can execute PHP files. If you don't have web server. You can install XAMPP on Windows, macOS or Linux to try LionIP.
LionIP use IP-API.com to query more detail information about IP address. Like Location (not your computer's real location), ISP, Country.....etc. They provide free service for this and we are thanks to them.
