INRI matches all sorts of citations in chat including ranges like 1John 3:1-4, lists Gal 6:12,15 etc.. and dosen't require an API key or any 3rd party dependencies.

Issues:
As of this commit of the API v2 update, I'm aware of the fact that if you say something like:
In the beginning, Gen 1:1, and Jn 3:16 ( )
neither verse will appear, because in both cases they will be caught as a citation by the regex however it things the former is a list and the latter is asking for a particular translation, and I am not going to bother with that right now, all the correct usage seems to work.
