- Download, extract, and place folder somewhere easy to find (I placed mine at C:\mingw64) https://sourceforge.net/projects/mingw-w64/
- Search for "edit the system environment variables" and go: "Environment Variables..." > click "New..." under System variables.
- Create an new system environment variable named MINGW_ENV_PATH with the value of where you placed the mingw64 folder.
- Double click "Path" and add a new entry: %MINGW_ENV_PATH%\bin
- Download premake5 and place in MINGW_ENV_PATH\bin https://premake.github.io/download/
