Collaborative updating

Periodic dumps: please, to update dumps run

• php src/etc/dumpWikidata.php to update data/dump_wikidata, *.json files at each state-folder.
• php src/dumpOsm.php geo to update data/dump_osm, *.geojson files at each state-folder.
