On Ubuntu 12.04, I had to add
export CPLUS_INCLUDE_PATH="${CPLUS_INCLUDE_PATH}:/opt/ros/hydro/include/opencv"
to my .bashrc even after running sudo apt-get install ros-hydro-vision-opencv.
