It's a vimrc. Put it in your ~/.vim directory or whatever. Requires Vundle.vim
On first run, you'll need to install the plugins. Run :PluginInstall to have vundle download/install them.
Just adds a few basic features (like local vimrc files, syntax highlighting for obscure languages, and autosave) as well as some settings, gui options, and color scheming.
