STM32 library for BQ76952 16-series multicell battery monitor.

BQ76952 is 3-s to 16-s high-accuracy battery monitor and protector for Li-ion, Li-polymer and LiFePO4 battery packs from Texas Instruments.

The library provides API to configure battery monitor BQ76952. This code was verified on STM32WB55.
