Add landing zone taskflow queue?

This has been suggested when discussing zone API spamming issues such as #1909. It might be a good idea: for taskflows we don't allow running in parallel, allow submitting them but place them in a queue.
This is something to be discussed for the future, hence I'm opening a ticket.
