Add assay based access control to sample sheet data

I have received a suggestion for implementing optional assay-based access control, as that is required for certain projects.

This could be implemented using the upcoming role customization (bihealth/sodar-core#288), or a completely separate feature within SODAR. It depends on the requirements.

Spec (WIP)

  • Add optional assay-based access control
    • Q: For writing or both read/write?
    • Q: Also use to control access to sample sheets, or only files in iRODS?

I'll update the spec as discussion proceeds.
