Validate and sanitize IRODS_ROOT_PATH in IrodsAPI.get_root_path()

It seems this has been overlooked. It is possible to provide an invalid path which would mess things up royally.
..and while I'm at it, I should make sure to document the following in settings comments and/or the manual:
- Expected format
- Changing the value on an already running SODAR instance
