This is Perl module Test::Arrow
. It's Object-Oriented testing library.

The function t
is exported as a shortcut for constructor. It initializes an instance for each.

Test::Arrow
installation is straightforward. If your CPAN shell is set up,
you should just be able to do
% cpan Test::Arrow
Download it, unpack it, then build it as per the usual:
% perl Makefile.PL
% make && make test
Then install it:
% make install
Test::Arrow
documentation is available as in POD. So you can do:
% perldoc Test::Arrow
