Weather particles continue to spawn while guide is open

Describe the bug
When the game guide is open during the campaign (and the game is "paused"), rain/snow particles continue to spawn as if the game is playing normally.
To Reproduce
Steps to reproduce the behavior:
- Start any game within the Beta or Gamma campaigns.
- Pause the game and press "View Guide"
- Wait for the particles to accumulate, notice how they continue to appear above the ground despite the game being "paused".
- Close the guide and watch all the particles descend at once in one titanic downpour/snowfall.
Expected behavior
Weather particles should not spawn while the game is paused via the game guide.
