Add hardware repos as submodule

We should make this repo the main VILLASfpga repo:
- VILLASfpga-code -> VILLASfpga
We should split the old HW repo into a public and a private one:
- VILLASfpga -> VILLASfpga-hw
- VILLASfpga -> VILLASfpga-rtds
We should add the new HW repos as submodules into the VILLASfpga repo:
- VILLASfpga/hw -> VILLASfpga-hw
- VILLASfpga/hw-rtds -> VILLASfpga-rtds
