The best way to receive funding is through your respective graduate programs. Most reputable PhD programs provide full funding through a teaching assistantship (TA), research assistantship (RA), or university fellowship. ProFellow has a great list of fully-funded PhD programs in Computer Science here. As you progress throughout your programs, you may find additional sources of funding helpful to travel to conferences, focus on your research without teaching commitments, or to upgrade your equipment.
